Purpose and Use
This appendix addresses one of the most rapidly evolving and contested areas in contemporary early childhood practice: the role of technology. Since 2020, ECE programs have navigated unprecedented pressure to adopt digital tools — for documentation, family communication, remote instruction, and child-facing learning — while simultaneously managing well-founded concerns about screen exposure in the earliest years of life. This appendix provides a research-grounded framework for making intentional, equitable, and developmentally appropriate decisions about technology in your program.
The tools in this appendix support practitioners in three distinct domains: (1) screen time guidance for child-facing technology use, grounded in current AAP and NAEYC positions; (2) digital documentation tools and platforms that serve professional and family communication purposes without contributing to children's screen exposure; and (3) educational technology evaluation frameworks for assessing apps, platforms, and devices before adoption.

Research and Policy Foundation
What the Research Shows
The evidence base on technology in early childhood is nuanced, contested, and rapidly evolving. Three things are clear from the current literature:
Quality and context matter more than quantity. The longstanding focus on total screen time hours has given way to a more sophisticated understanding that what children watch or interact with, with whom, and under what conditions matters far more than duration alone. Interactive co-engagement with a responsive adult transforms screen-based experience (Hirsh-Pasek et al., 2015; Radesky & Christakis, 2016).
Passive, solitary exposure in very young children carries real risks. For infants and toddlers, the evidence consistently links heavy passive screen use with delayed language acquisition, reduced sleep quality, and decreased physical activity (AAP Council on Communications and Media, 2016; Madigan et al., 2019). The developing brain in the first three years is particularly sensitive to the contingent responsiveness of human interaction that screens cannot provide.
The digital divide has intensified, not disappeared. The COVID-19 pandemic accelerated technology adoption across ECE programs while simultaneously exposing profound inequities in device access, broadband availability, digital literacy, and families' capacity to support technology-mediated learning at home (Katz & Gonzalez, 2016; National Academies of Sciences, Engineering, and Medicine, 2023). Any technology decision must account for these disparities.
Professional Position Statements
Two major professional bodies provide the primary policy framework for technology in ECE:
NAEYC & Fred Rogers Center (2012; updated guidance 2022): Technology and interactive media are tools that can promote effective learning and development when used intentionally by early childhood educators within a framework of developmentally appropriate practice. The joint position statement emphasizes: technology should never replace hands-on, creative, inquiry-based activities; it should support, not supplant, positive relationships; and access, use, and integration should be guided by equity principles.
American Academy of Pediatrics (2016; updated 2023): The AAP recommends avoiding screen use for children under 18 months except video chatting; for children 18-24 months, introducing high-quality programming with parent co-viewing; for ages 2-5, limiting to one hour per day of high-quality programming; and for ages 6 and older, placing consistent limits on time and ensuring it does not displace sleep, physical activity, and in-person social interaction. The AAP explicitly notes that video chatting and use of technology for creative production (drawing, photography, storytelling) carry different risk profiles than passive entertainment viewing.
Distinguishing Types of Technology Use
Not all technology in ECE programs is equivalent. A useful distinction separates three domains that require different frameworks:

Use the following table as a quick reference when planning activities or responding to family questions about technology. These guidelines synthesize current AAP (2023) and NAEYC (2022) recommendations for program contexts.

- Who owns the data — the program, the family, or the platform company?
- What happens to child data if our program ends its subscription?
- Does the platform sell aggregated or anonymized data to third parties?
- How does the platform notify programs and families if there is a data breach?
- What accommodations exist for families who cannot use a smartphone app?
- Can we see a sample Data Processing Agreement (DPA) before signing a contract?
Documentation Without Disrupting Relationships
Tool K-3: Educational App and Technology Evaluation Rubric
This rubric draws from Hirsh-Pasek et al.'s (2015) framework for evaluating educational media and NAEYC's technology guidelines. Complete this rubric for any app or digital tool before recommending it to families or integrating it into classroom practice. A total score of 70% or higher (out of maximum points) is recommended for adoption.
Part A: Developmental Appropriateness (30 points possible)

Tool K-5: Technology Equity Audit
Technology decisions carry equity implications that are often invisible to program leaders. A platform that works beautifully for families with smartphones, broadband internet, and digital literacy may systematically exclude low-income families, recent immigrants, rural families, and families with limited English proficiency. This audit helps programs identify and address equity gaps before they widen. Complete this audit annually and whenever a new technology is being adopted that requires family participation.
